    Overview
    In 2020, China made a solemn commitment to the world, striving to achieve "carbon peaking by 2030 and carbon neutrality by 2060". To realize the "dual carbon" goals, two approaches will be taken: Firstly, adjusting the energy supply structure, which involves constructing a large number of new energy sources such as wind power, photovoltaic, energy storage, and hydropower, reducing the proportion of fossil fuels in the energy mix, and promoting the transformation of the energy structure. Secondly, promoting energy conservation and emission reduction, and advancing the efficient utilization of clean energy; that is, promoting comprehensive energy services and utilization, and advancing the construction of zero-carbon parks. Zero-carbon parks encompass industrial parks, logistics parks, university campuses, enterprises, schools, and other institutions. With carbon control as the goal, zero-carbon parks verify carbon emissions through the use of green electricity. Establishing a system centered on green electricity and economic benefits, based on electricity pricing and microgrid control, achieves coordinated control of sources, networks, loads, and storage, enabling interactive green electricity use for production and living in the parks, as well as multi-energy interaction such as water, electricity, gas, heat, and cold. This significantly reduces operating costs and improves energy efficiency.

    Guidelines for the Development of Zero-Carbon Parks
    1) Energy demands such as electric load, heating and cooling loads, gas, and water, as well as actual operational data;
    2) The status of wind power, photovoltaic, energy storage, and microgrid in the park (electrical diagram), transformer capacity, etc.; what system is used for heating and cooling in the park;  
    3) Energy operation costs (water, electricity, gas, heating and cooling costs, etc.);
    4) The use of green electricity in the park;  
    5) The industry of the enterprises in the park; the nature of the enterprises (state-owned, listed company, private enterprise, etc.);  
    6) Are you willing to outsource the energy operation management of the park;  
    7) Is the park willing to invest in the construction of a zero-carbon park;
    8) Whether to accept third-party investment for operating a zero-carbon park;
