Project Name: Active Power Stability Control System of Jinta Station
Project Cycle: December 2014 - March 2015
Project Background: According to related regulations on active power in “Technical Specifications on Connecting Wind Farm to Power System (GB/T 19963-2011)”, “Technical Specifications on Connecting Photovoltaic Power Station to Power System(GB/T 19964-2012)”, technical rules issued by the State Grid Corporation of China the “Technical Specifications on Connecting Wind Farm to Grid ” and the “Technical Specifications on Connecting Photovoltaic Power Station to Grid”, wind farm/ Photovoltaic power station should have active power control system to receive and automatically act following the active power or active power variation orders sent from dispatching department faraway. The system will automatically adjust the active power output of the station according to grid frequency values, orders from dispatching department, etc., to ensure that the maximum output power and power variation rate do not exceed the set value of dispatching department, thus power system stability could be maintained in case of grid fault or under special operation mode.
Project Scope: According to the “Renewable Energy Active Power Control Coordination and Technical Specifications” put forward on the October 28 meeting of Gansu Power Grid, our company began pilot operation at Jinta station. Our works include installation and debugging of active stability control system for the photovoltaic power plant, and joint debugging with the master station of Gansu province.
Project Results:
1. On-site installation and debugging
(1)active power control cabinet is installed on site; cable laying process is controlled and completed according to cable inventory, station current, switch position signal, tripping signal and voltage signal between PT cabinets; cable laying and wiring are conducted in compliance with related requirements.
(2)added current, and added voltage tests show normal results; normal export control; normal related signal transmission.
(3) measurement and control device of the control cabinet gives normal display, including status /telemetry display, normal display of current, voltage and power of each cable, exact display of breaker status
(4)normal communication between equipments in control cabinet and background monitor; normal display of telemetering data and telesignalling data.
2. joint debugging with the master station
Joint communication debugging with the master station of Jiangsu Province is completed at Jinta station with the active power control system.
